you can find them were you get the sand king in the desert behind that huge antenna
do you have to complete all 104 missions to get it

probaly cos you havent finished “End of the line” mission or “Breaking Bank at caligulas” it is impossible to get these goggles before any of these missions listed,
you can’t drive for shit
